| Sir James was educated at Kirkwall Grammar School and Edinburgh University and practised as a solicitor in Edinburgh. He was returned as a member of Edinburgh Town Council and became Town Clerk of that city in 1861, a post he held till 1873 when he was appointed Town Clerk of Glasgow. He retred from that position in 1905. He was the author of several books on municipal affairs and an honorary degree of LLD was conferred on him by Glasgow University in 1878. He received a knighthood in 1888. | |||
